KRA resumes supervised container stripping for Zanzibar and Pemba

KRA said the move follows a request by TRA through a letter dated 29th November 2022.
The Kenya Revenue Authority (KRA) has announced new guidelines allowing the stripping of containers for goods destined for Zanzibar and Pemba, after a review prompted by the Tanzania Revenue Authority (TRA).
KRA said the move follows a request by TRA through a letter dated 29th November 2022, asking for the reconsideration of a ban that had been in effect since 21st February 2018.
The original ban was based on TRA’s letter of 28th December 2017, which had prompted Kenya to restrict the practice.
In a public notice on Tuesday, KRA confirmed that it has now allowed the stripping of cargo under certain conditions to help facilitate the movement of goods through the Port of Mombasa.
Goods intended for Zanzibar and Pemba must first be entered under the Single Customs Territory (SCT) Framework in Zanzibar before shipment.
"The shipments are to be cleared under SCT arrangement on duty paid basis and verified by Tanzania Revenue Authority officers stationed in Mombasa before stripping and shipment," KRA said.
To maintain oversight, KRA enforcement officers will supervise all stripping and loading operations at the Port of Mombasa prior to shipping.
KRA noted that the new guidelines are aimed at ensuring smooth operations while maintaining high standards of customs enforcement.
"This Public Notice is meant to inform, bring clarity, and require all stakeholders involved in this process to strictly adhere and comply with the conditions to avoid any inconveniences," KRA said.
The authority also pointed out that the current notice replaces any other previous announcements regarding the container stripping process for goods bound for Zanzibar and Pemba.
KRA assured that it will keep collaborating with the Kenya Ports Authority (KPA) to make sure that standard operating procedures and best practices are followed in the handling of cargo meant for transshipment.
"KRA will continue to liaise with the Kenya Ports Authority (KPA) to ensure that standard operating procedures and best practices on transshipment are implemented to protect and facilitate legitimate business," KRA stated.
Through these measures, KRA seeks to make the process of shipping goods to Zanzibar and Pemba more efficient while ensuring that customs controls remain effective.
